		<description><![CDATA[Of course accountability is lacking; there is no accountability at the top and it just creeps through the government like cancer. Anyone recall the promises of transparency? How about the most ethical Congress in history? Or bill will posted online for everyone to read prior to a vote and it being signed into law? Not only have they not honored that, they aren&#039;t even reading the bills themselves before voting on it! H &amp; R Block employees are held to a higher standard than the head of the IRS, they are expected to understand how to file taxes, he didn&#039;t even pay his, now he runs it!?! I fail to understand the shock directed at other federal agencies failing to follow simple laws/rules/policies, they are after all only following the example set in front of us all.]]></description>

		<description><![CDATA[All kinds of games have been played by gov&#039;t EEO offices.  I have heard former officers and counselors admit that their training involved ensuring that cases do not go forth, that their jobs are to discourage complaints, anyone who rocks the status quo boat. EEO heads advise employees to just move on, find jobs in other agencies or organizations.  Other agencies collude with employers, including private companies, againt complainers, cooking up false statements in their reports and engaging in dishonest actions to reject the worthiness of a complaint.  Many EEO officers and representatives adamantly claim the process is designed to go forth without legal representation or assistance.  Such advice is a huge joke and allows the agencies and employers to run circles around a defenseless complainant.]]></description>

		<description><![CDATA[This information is sad and not surprising. The Federal agencies are staffed by mostly career employees up through mid level managers with many senior leaders  being political appointments. Even though the Obama administration is attempting to influence these political selections, it takes lots of time to change a culture that is overwhelmingly still influenced by those employees who have been around for so long and have not been held accountable to address workplace place inequities. Until senior leaders are effective in creating motivators to change mid level managerial practices along with consequences for non-compliance, these Federal agencies will be left under performing and costing both the employees and  tax payers money and human capital that the Nation so desperately needs for other purposes.]]></description>
